First Quarter Report (March- May 2019)


During the first quarter of 2019 in total 258 cases related to 321 suspects including 13 women and a Iranian Citizen are detained by the police of counter narcotics   in connection to intoxicating, drug trafficking from all over the country and their cases are lodged to Counter Narcotics Justice Center for further prosecuting.

Investigation and Laboratory department of CNJC processed all the above mentioned cases within 72 hour.  For further investigation all the suspects’ files are lodged to General Prosecution Department of CNJC. 

Among the detainees 72 suspect including 6 women wanted to transfer heroin-type of drug carrying in their body (swelling) and travel luggage’s from Hamid Karzai International Airport to India, Saudi Arabia, United Arab Emirates and Europe, they were identified and arrested by the police and Prosecutor of Counter Narcotics Justice Centre.

Based in request of Prosecution department and order of primary court the number of 73 vehicle, 14 motor bike, 379 self-phone and 21 different weapon are obtained from traffickers confiscated and also the amount of (833901) Afghani cash and amount of (8410) U.S. dollar obtained From smugglers are seized and confiscated by the police then sent to definite account of Da Afghanistan Bank.

Meanwhile during the first quarter of 2019 from the primary court of counter narcotic 293 suspects including 16 from public service, 9 woman are convicted to Prison in the link to 293 cases from one year up to 30 year. And also from the Appeal Court of Counter Narcotics 202 suspect’s including1 women 7 public service, in the link to 148 cases have been sentenced to several different imprisonment.    

Also during the last three month the Primary court acquitted 2 person due to lack of enough evidence

And so on during the last three month the Appeal court acquitted 16  people  including 10 woman and 6 ordinary person  due to lack of enough evidence. 

On the other hand during this time after the decision of Appeal of Counter Narcotics Justice Centre the decision of 94 cases issued by Supreme Court’s public security bureau of Islamic Republic of Afghanistan.

Alcoholic Drink ( 11803,78 ) liters

Poppy ( 816 ) kilogram  

Provinces with the highest number of crime and drug cases: 

During the first quarter of –March- May   2019 (1398 HamalE SworeE Jawza) Kabul province having 63 cases and Nangarhar having 23 cases of drug trafficking are at the top of the list of provinces with high-level cases of smuggling and drug trafficking.

It’s worth mentioning that during the fourth quarter of 2018 in total 186 cases in the link to 230 suspects including 13 women , 9 public service, 2 foreign citizen, were faced to crime intoxicating and drug from all over the country their cases are lodged   to the investigation& Laboratory department of Counter Narcotics Justice Centre.

Based on last  changes to the penalty code of Counter Narcotics,  accordance with Articles 16 and 17 of the Law,  fight against alcohol and drugs jurisdiction CNJC  has the authority of interrogation or (handling) at least 1 kilogram of heroin, 10 kilogram of opium, 50 kilogram of hashish, and 200  liter of alcoholic drink , 1 kilogram of Morphine,  10 gram of intoxicating  synthetic substance, 5 liter acid of acetic anhydride, intoxicants and those who  committed more than 50 acres of narcotic substance will be punished base on the law, the  mentioned substances are from all over the country.
