The Fourth Quarter Report of 1397 (January-March 2019)


During the fourth quarter of 2018 (1397) in total 262 cases related to 292 suspects including 14 women are detained by the police of counter narcotics   in connection to intoxicating, drug trafficking from all over the country and their cases are lodged to Counter Narcotics Justice Center for further prosecuting. 

Investigation and Laboratory department of CNJC processed all the above mentioned cases within 72 hours for further investigation all the suspects’ files are lodged to general prosecution department of CNJC. 

Among the detainees 37 of them wanted to transfer heroin-type of drug carrying in their body (swelling) and travel luggage’s from Hamid Karzai International Airport to India, Saudi Arabia, United Arab Emirates, they were identified and arrested by the police and responsible Prosecutor of Counter Narcotics Justice Centre.

Based in request of special prosecution department and order of primary court the amount of 87 vehicle, 7 motor bike, 347 self-phone and 26 different weapon are captured from traffickers confiscated and also the amount of (4843924) Afghani cash and amount of (12121) U.S. dollar taken From smugglers seized by the police also confiscated then sent to definite Da Afghanistan Bank.  

Meanwhile during the fourth quarter of 2018 from the primary court of counter narcotic 307 suspects including 14 woman and a foreign citizen convicted to Prison in the link to 213 cases from one year and six month up to 30 year. And also from the Appeal Court of Counter Narcotics 200 suspects including 8 women 13 public service, in the link to 154 cases are punished and convicted in to prison.  

Also during the last three month the Primary court acquitted 4 suspects including a government staff  due to lack of enough evidence. 

And so on during the last three month the Appeal court acquitted 10 suspects including a woman due to lack of enough evidence .

On the other hand during this time after the decision of Appeal of Counter Narcotics Justice Centre the decision of 76 cases issued by Supreme Court’s public security bureau of Islamic Republic of Afghanistan.

 Provinces with the highest number of crime and drug cases:

During the third quarter of 2018 Kabul province having 76 cases and Nangarhar having 52 cases of drug trafficking are at the top of the list of provinces with high-level cases of smuggling and drug trafficking.

It’s worth mentioning that during the fourth quarter of 2018 in total 203 cases in the link to 275 suspects including 13 women were faced to crime intoxicating and drug from all over the country their cases are lodged   to the investigation& Laboratory department of Counter Narcotics Justice Centre.

Based on last  changes to the penalty code of Counter Narcotics,  accordance with Articles 16 and 17 of the Law,  fight against alcohol and drugs jurisdiction CNJC  has the authority of interrogation or (handling) at least 1 kilogram of heroin, 10 kilogram of opium, 50 kilogram of hashish, and 200  liter of alcoholic drink , 1 kilogram of Morphine,  10 gram of intoxicating  synthetic substance, 5 liter acid of acetic anhydride, intoxicants and those who  committed more than 50 acres of narcotic substance will be punished base on the law, the  mentioned substances are from all over the country.
