Counter Narcotics Justices Center (CNJC): Annual Report 2018 / 2019

In the course of year  1397 (2018/ 2019) a total of 810 cases were filed on suspicion of 1153 suspected drug traffickers from across the country detained by the Police of Counter Narcotics and their cases are sent to the CNJC Prosecution Department for further investigation. 

The CNJC Investigation and Laboratory Dept. is the first department at the CNJC to receive the cases and within 72 hour with Necessary consideration and sent all the cases to the Counter Narcotics justice center ( CNJC)   and other law enforcement organizations (LEOs) from across Afghanistan.

Among the detainees 55 of them are women, including 3 foreigners, 47 public service and 39 students.

Among the detainees 234 of them wanted to transfer heroin-type drug and hashish carrying in their body (swelling) and travel luggage’s from Hamid Karzai International Airport to India, Saudi Arabia, and United Emirate , they were identified and arrested by the police and responsible Prosecutor of Counter Narcotics Justice Centre.

Based in request of Prosecution Department and Primary Court order  248 vehicle , 15 motor bike, 59 different weapon , 1169 self-phone obtained from the smugglers and also the amount of (6332650)  cash money  Afghani currency   and amount of  ( 227040 )  U.S. Dollar obtained from the smugglers and dispatched to Da Afghanistan Bank.

Meanwhile during the year of 2018- 2019 primary court convicted 1000 suspects including 38 government staff, 44 women and 5 foreigner in connection to 692 cases from one year and six month up to 21 year and nine month in prison.  And also 605 people including 18 woman and 29 public service staff were sentenced to penalty in relation to 471 cases by Appeal Court of Counter Narcotics Justice Center.

And also during the year of 2018- 2019 the Primary court acquitted 17 suspects including 3 government staff , 3 women and 11 ordinary people due to lack of enough evidence.  

also during the year of 2018- 2019 the appeal  court acquitted 64 suspects including 1 woman , 15  government staff and 48  ordinary people due to lack of enough evidence.  

It should be noted that some of the cases were in the preliminary and final stages of the trial, and the l and legal grounds were not resolved after consideration of the decision and again referred to the relevant authorities.

On the other hand during this time after the decision of Appeal of Counter Narcotics Justice Centre the decision of 260 cases issued by Supreme Court’s public security bureau of Islamic Republic of Afghanistan.

Provinces with the highest number of intoxicating Drug crime cases:

During the year 1397 (208- 2019) Kabul province with 310 cases of drug and intoxicating and Nangarhar province, having 130 cases of drug trafficking are at the top of the list of provinces with high-level cases of smuggling and drug trafficking.

However, in the year of 1396 a total of 565 cases of 741 suspected drug offenders from across the country dispatched to Investigation and Laboratory Department of Counter Narcotics Justice Centre (CNJC). 

Based on last  changes to the penalty code of Counter Narcotics,  accordance with Articles 16 and 17 of the Law,  fight against alcohol and drugs jurisdiction CNJC  has the authority of interrogation or (handling) at least 1 kg of heroin, 10 kg of opium, 50 kg of hashish, and 200  liter of alcoholic drink , 1 kg of Morphine, 10 gram of intoxicating  synthetic substance, 5 liter acid of acetic anhydride, intoxicants, and those who  committed more than 50 acres of narcotic substance will be punished base on the law ,  the  mentioned substances are from all over the country.
