The Second Quarter report of (July–September 2018)

During the Second quarter report of 2018 in total 159 cases in the link to 217 people including 14 women and a Iranian citizen  received serious narcotics and intoxicating drinks cases from a across the country,  investigation is  completed and sent to the CNJC Prosecution Department for further investigation.

The CNJC Investigation and Laboratory Department within 72 hour reached the target and sent all the cases of suspects to CNJC prosecution department for further prosecuting. Among the detainees 14 women and a Iranian citizen are included.   

Among the detainees 48 of them are those people wanted to transfer heroin-type drug and hashish carrying in their body (swelling) and travel luggages from Hamid Karzai International Airport to India, Saudi Arabia and Dubai, they were identified and arrested by the police and responsible Prosecutor of Counter Narcotics Justice Centre. 

Based in request of special prosecution department and order of primary court the amount of 54 vehicle, 2 motor bike, 246 self-phone and 4 different weapon are captured from traffickers  confiscated and also the amount of (107785) Afghani Cush and amount of (198517) U.S. dollar taken From smugglers seized by the police and confiscated then sent to Da Afghanistan Bank.      

Meanwhile during the Second quarter of 2018 from the primary court of counter narcotic 228 people including 9 public service, 14 women and a foreign citizen convicted and sentenced from one year up to 20 year. And also from the Appeal Court of Counter Narcotics 144 people including 4 public service, a foreign citizen and 2 women convicted and sentenced.   

It’s worth mentioning that during last three months Primary Court released one person due to lack of enough evidence . And so on Appeal Court released 18 people due to lack of evidence among them 5 of them were governmental staff and 13 other are ordinary people.

On the other hand during this time after the decision of Appeal of Counter Narcotics Justice Centre the decision of 45 cases issued by Supreme Court’s public security bureau of Islamic Republic of Afghanistan.

31, 9 kg solid chemical 

5628, 4 liter alcohol 

995 pills Tablet k (Psychedelic Tablet)

935 liter acid 

14000 kg poppy 

 Provinces with the highest number of crime and drug cases:

During the second quarter of 2018 Kabul province having 50 cases and Nangarhar having 20  cases of drug trafficking are at the top of the list of provinces with high-level cases of smuggling and drug trafficking.

Provinces without alcohol and drugs crimes cases: 

Nuristan, Panjshir, Zabul, Samangan, Paktika, Uruzgan, Ghor and Badghis are the provinces without drug crime cases in second quarter of 2018 in CNJC. 

It’s worth mentioning that during the first quarter of 2018 in total 186 cases in the link to 230 people including 9 public service, 13 women and 2 Iranian citizens were faced to crime intoxicating and drug from all over their cases are dispatched   to the investigation& Laboratory department of Counter Narcotics Justice Centre.

 Based on last  changes to the penalty code of Counter Narcotics,  accordance with Articles 16 and 17 of the Law,  fight against alcohol and drugs jurisdiction CNJC  has the authority of interrogation or (handling) at least 1 kilogram of heroin, 10 kilogram of opium, 50 kilogram of hashish, and 200  liter of alcoholic drink , 1 kilogram of Morphine,  10 gram of intoxicating  synthetic substance, 5 liter acid of acetic anhydride, intoxicants and those who  committed more than 50 acres of narcotic substance will be punished base on the law, the  mentioned substances are from all over the country.
