First Quarter 1395 (March – June 2016)

Investigation and Laboratory Department, prosecution directorate, Primary and appeal court monthly report:

Based on the CJTF Investigation and Laboratory Department (ILD) report, in total 117 cases related to 164 suspects are received by the CJTF Investigation and Laboratory Department in the first quarter of 1395 which were later referred to CJTF prosecution for further investigation after the primary proceeding by the ILD.

Based on the CJTF prosecution’s report; after receiving the cases from the investigation and laboratory department, the CJTF prosecution investigated the cases. Within this period (first quarter of 1395) the Prosecution directorate referred 88 cases to CJTF primary court, 80 cases to CJTF appeal court and 81 cases to Supreme Court’s public security bureau for further prosecution.

Based on CJTF prosecution’s report, 117 cases have been adjudicated by the Supreme Court Public Security Bureau within the first quarter of 1395.

In connection to the above mentioned cases, the following amounts of drug are detected and seized by the intelligence and security agencies in the first quarter of 1395:

 1,288.39 kg heroin

 1,013 kg morphine

 3,518.806 kg opium

 3,121.16 kg hashish

 23,572.83 kg solid chemical precursor

 1,041 liter liquid chemical precursor

 91236.648 liter alcoholic drinks

Based on the CJTF Investigation and Laboratory Department’s report, 20 of the 34 provinces had narco-crime cases referral in the first quarter of 1395 which 11 are related to Kabul and 106 other cases belong to other provinces. Within this quarter of 1395, the other 14 provinces have recorded zero referral as described in the chart below. It is stated in the report that Kandahar with 37 cases, Nimroz with 11 cases and Kabul with 11 cases are respectively on top of the CJTF list for provinces with narco-crime cases referral. Meantime, the CJTF appeal court reports that 146 suspects in connection to 88 nacro-crime cases were convicted by this court within the first quarter of 1395.

Likewise, based on CJTF prosecution’s report the CJTF primary court has decided on 79 cases within the first quarter of 1395. In connection to the mentioned number of cases 121 suspects including two government officials and eight females were convicted and one person was acquitted due to lack of sufficient evidence. Within this period 146 suspects in connection to 88 cases were convicted by the CJTF appeal court.
