Counter Narcotics Justices Center (CNJC): The first Quarter Report (March – May 2021)

The first Quarter Report (March – May 2021)

 

during the first quarter report of March – May 2021 in total 193 cases in connection to 253 people including 8 woman and 1 Iranian Citizen are  detained by the police of counter narcotics in drug trafficking throughout the country and their cases are lodged to Counter Narcotics Justice Center for further prosecuting.

Investigation and Laboratory department of CNJC processed all the above mentioned cases within 72 hours, for further investigation all the suspects’ files are lodged to general prosecution department of CNJC.

Among the 30  detainees including3 9  women, wanted to smuggle, drug heroin type, using embedded techniques in their body  travel bags, from Hamid Karzai International Airport to the Dubai and India  they were Identified and arrested by the police and responsible Prosecutor of Counter Narcotics Justice Centre.

Based on request of special prosecution department and order of primary court the number of 53 vehicle, 4 motor bike, 299 self-phone and 5 weapon are obtained from the smugglers, confiscated as well as the amount of (1675384) Afghani cash and amount of (5986) US dollar   were confiscated from the smugglers by the police and were handed over to the final account of Da Afghanistan Bank.

Meanwhile during the during the first quarter report of March – May 2021 from the primary court of counter narcotic 343  suspects including 22 public service and 10 woman and a foreign citizen  were convicted to sentenced imprisonment in the link to 251, cases from three month up  to 30 year prison.
In addition, 314 people, including 11 public service 3 women and a foreign citizen have been sentenced to various enforcement sentences in connection with 233 cases   by the Appeal court of Counter Narcotics Justice Centre.
During the last three month both primary court and appeal court acquitted 36 people including 13 public service  and a woman due to lack of enough evidence
On the other hand during this time after the decision of Appeal of Counter Narcotics Justice Centre the decision of 134 cases issued by Supreme Court’s public security bureau of Islamic Republic of Afghanistan.
In connection with the above-mentioned cases, the Anti-Narcotics Police also discovered and seized quantities of intoxicants, narcotics, solid chemicals, liquids and psychedelics (K), which are as follows:

Provinces with the highest number of crime and drug cases:

During the first quarter report of March – May 2021

Kabul province having 53 cases and Nangarhar having 45 cases of drug trafficking are at the top of the list of provinces with high-level cases of smuggling and drug trafficking.

It’s worth mentioning that during the fourth Quarter in total 328 cases in the link to 403 suspects including 14 women faced to crime intoxicating and drug, from all over the country their cases are lodged   to the investigation& Laboratory department of Counter Narcotics Justice Centre.
 
Based on last  changes to the penalty code of Counter Narcotics,  accordance with Articles 16 and 17 of the Law, fight against alcohol and drugs jurisdiction CNJC  has the authority of interrogation or (handling) at least 1 kilogram of heroin, 10 kilogram of opium, 50 kilogram of hashish, and 200  liter of alcoholic drink , 1 kilogram of Morphine,  10 gram of intoxicating  synthetic substance, 5 liter acid of acetic anhydride, intoxicants and those who  committed more than 50 acres of narcotic substance will be punished base on the law, the  mentioned substances are from all over the country.
