Progress report of Investigation& Laboratory of Police, General Prosecution Directorate, Primary court and Appeal court of Counter Narcotics Justice Centre:
During the month of 22 September 2020 to October 22.2020 Police of Counter Narcotics and other detective Organization in the link to 73 case, have been arrested 98 suspect including 4 female from across the country, their cases are dispatched to CNJC for further investigation.
Among the detainees 16 of them including 2 woman wanted to transfer drug heroin type, using embedded techniques in their body and travel bags from the international airport of Hamid Karzai to India, Belgium, and Prosecutors of Counter Narcotics Justice Centre identified and arrested them.
Department of Investigation Laboratory of Police reviewed all of the aforementioned cases within 72 hour and forwarded all the suspects’ cases to the General Prosecution Department of Counter Narcotics Justice Centre for further investigation.
Based on the proposal of the Special Prosecutor’s Office and primary court decree, 20 vehicles, 4 motor bike, 13 weapon, 168 different type of mobile phones have been seized from the traffickers and also(58400) Afghanis with $ 106 U.S dollar have been handed over to the Da Afghanistan Bank definitive account.
Meanwhile, during month of 22 September 2020 to October 22.2020, 188 people, including 28 governmental officials and 4 woman, were by the Primary Court of CNJC in connection with 130 cases. In addition, 149 people, including 6 government staff and a foreign citizen, have been sentenced by the Appeal Court of CNJC to various enforcement sentences in connection with 113 cases.
On the other hand, during this period, after the decision of Appeal Court of CNJC, the Supreme Court of the Islamic Republic of Afghanistan issued a final decision on 38cases.
It is noteworthy that in connection with the cases received during the month of 22 September 2020 to October 22.2020 , the total amount of (213.288) kg of heroin,(3.28) kg of morphine,(141.86) kg of opium (305,999)kg of hashish,(130) kg of henbane (952.75) liter of alcoholic beverages,(37,431) kilograms of methamphetamine (glass), (40) kilogram of solid chemicals, ( 300 ) kg of liquid chemical , (117.3) kilogram of acid, (9,023) kilogram of unspecified drugs , (0.696) kg of psychedelic tablet (K) and (995 ) kg of poppy has been discovered and confiscated.
Provinces with the highest cases of intoxicants and narcotics crimes during September:
During the month of 22 September 2020 to October 22.2020 , Kabul province with 29 cases and Herat with 9 cases of intoxication and narcotics were at the top of the list of provinces with long cases of intoxication and narcotics.
It should be noted that during the last month in the link to 99 cases of drug trafficking, 131 people including 4 woman are detained from all over the country and their cases already dispatched to for further investigation.
Based on last changes to the penalty code of Counter Narcotics, accordance Articles 16 and 17 of the Law fight against alcohol and drugs jurisdiction CNJC has the authority of interrogation or (handling) more than one kilogram of heroin, more than 10 kilogram of opium, more than 50 kilogram of hashish, more than 200 liter of alcoholic drink, more than one kilogram of Morphine, more than 10 gram of intoxicating synthetic substance, more than 5 liter acid of acetic anhydride, intoxicants, and those who committed more than 50 acres of narcotic substance will be punished base on the law, the mentioned substances are from all over the country.
